6/ Another case documents how a PRC-aligned think tank promoted the claim that the Philippines is being used as a pawn in U.S.–China rivalry.
Joint military drills and new defense agreements were framed as proof that Manila is being dragged toward a proxy war.

5/ The report also features documented narratives targeting the rank and file of the Armed Forces of the Philippines.
PRC-aligned actors and local influencers amplified claims that military leaders were betraying the country and encouraged personnel to withdraw support from President Marcos Jr.
4/ Our partners also documented how PRC-aligned actors promoted Sara Duterte as the Philippines’ next president, often contrasting her with Ferdinand Marcos Jr. and criticizing the administration’s foreign policy toward the PRC.
3/ Another case shows how real-world incidents can be weaponized to create information chaos:
After a maritime incident near Bajo de Masinloc, PRC-aligned actors pushed coordinated narratives portraying the Bureau of Fisheries and Aquatic Resources as the aggressor against the China Coast Guard.
2/ The report features our partners’ research into the following cases:
Following Sept 2025 protests in the Philippines, influencers and inauthentic accounts circulated a fake memo claiming the NED backed the unrest, aiming to fuel US skepticism and political division.
1/ The report highlights a pattern we’ve seen many times in Taiwan and elsewhere: foreign actors weaponize domestic disputes and political polarization, amplify existing divisions, and reinforce echo chambers online. Over time, this fractures the shared reality that a healthy democracy depends on.
What happens when foreign influence campaigns fracture a society’s shared reality?
Our new report shows how PRC-aligned information campaigns in the Philippines have shaped narratives around the West Philippine Sea, domestic politics, and public institutions.

🇸🇬 In Singapore, the public increasingly views the PRC as a reliable "provider of order" in contrast to US trade and Middle East policies; meanwhile, the state has shown notable accommodation of Beijing’s interests while still emphasizing balance and the need for a multilateral approach.
🇲🇾 In Malaysia, support for the PRC has emerged as a "geopolitical protest" against Western policy in the Middle East, though the government’s growing alignment remains pragmatic and tempered by sovereignty concerns.
📢 New publication: How #Malaysia and #Singapore are navigating growing PRC influence amid unpredictable geopolitics.

7/ These findings illustrate how AI, large-scale data collection, and state-linked actors are increasingly integrated into sophisticated influence operations. Our analysis provides context to understand these systems and their implications for Taiwan and other democracies.

6/ GoLaxy built a dedicated “US elections dashboard” to monitor the 2024 elections — tracking politicians, journalists, NGOs, companies, and thousands of elite figures to map narratives and influence opportunities.
5/ AI tools also make it easier for the PRC to target individuals abroad, enabling transnational repression and efforts to shape narratives around Hong Kong, Tibet, and East Turkistan. The documents treat these communities as part of a battlefield in long-term “opinion warfare.”
4/ They’ve developed systems to manage fake identities across multiple platforms, monitor narratives, and automate influence campaigns.
3/ They work with entities such as the Cyberspace Administration, Taiwan Affairs Office, and Base 331 — a military unit overseeing psychological operations against Taiwan.
2/ They published weekly monitoring reports during the late-2023 Taiwan election cycle, classifying voters by political leanings and behavior to generate behavior scripts and interaction strategies for cognitive warfare operations.
Key takeaways:
1/ GoLaxy has created a Taiwan-focused knowledge graph mapping political parties, public figures, and religious & civil groups, along with datasets tracking attitudes and relationships across Taiwanese society, giving the PRC a clearer picture to run targeted influence campaigns.
How is the PRC using AI to profile individuals and predict & shape behavior at scale?
Our team, with Athena Tong, analyzed leaked GoLaxy documents showing how PRC influence operations have shifted from bot farms to AI-driven systems that profile & target audiences with precision.
