I mean there's always the investment profile angle. New capital to earn a return on, then lower O&M overheads you don't have to carry. I think thats an easier sell in a wash than a landslide.

Eh, I'd say it's "other policy". Take away FGD, SCR, cooling water, MATS, and ash handling and you're pretty much left with half a combined cycle and a bulldozer.

We're never going back, but the boiling water part could still be cheap.
