If you look hard enough downtown you will notice there are exceptions made for some locations where fixed objects are used as security to protect facilities like federal buildings and Nationwide Arena.
The preferred alternative to non-crashworthy bollards would be barrier wall. There is a pretty compelling aesthetic and budget argument why you don’t see barrier along the edge of every street with a sidewalk.
Ohio requires all roadside safety hardware on NHS and State routes (so US-23) to meet MASH crashworthiness requirements and bollards do not. There is a grey area in AASHTO and ODOT design guidance that would say a “functionally necessary” fixed object should be located 4’ from edge of travel.
Those bollards appear to be on property well outside the right of way at the city’s Georgesville Rd refuse facility
