Notwithstanding the good-old-days-ness of it all, not everyone is actually capable of nice neat cursive handwriting. Those people, like me, get judged for a lack of fine motor skills, which is somehow equated with their intelligence or ability. It's window dressing, not core competency.

Artifacts like (including cursive) are certainly a nod to conservative ideology. I have spent time working in classrooms too, and IMO it would be more useful to teach typing than cursive. However, I'm sure what you say of the report as whole is true and I bow to your experience.
