Definitely. They tried that but he is a member of the European Parliament and the EP voted not to lift his immunity. (He was accused of throwing someone's phone into the Danube when he was filmed while drunk. Not a nice thing, but not the worst a Hungarian politician's ever done.)

Nah, not likely. I don't think Orbán has it in him to step aside willingly (also, he's not nearly as much of a genius as people think) and he definitely couldn't have risked letting anyone less vocally pro-Russia take his place. He's too indebted to Putin to do that.
2 years later, not one year later. And he worked very hard for it. He obviously has some background support we don't fully understand yet, but at least it doesn't seem to be from Russia. And anyone who's not an actual Russian asset is an improvement over an obvious Russian asset like Orbán.
