By having a world class bus system, you take cars off the road, a ring road will take cars of some majorly congested Rds agreed, but will do More to unlock land banks for developers on edge of city than reducing congestion, negating the whole point of the ring rd
I'd be inclined to trust @cosaingalway on this, ring road will most likely result in a higher share of Galway journeys being by car, cant say that'll be more sustainable. A commute from knocknacarra to Parkmore needs to be quicker by bus than car for us to meet sustainability targets imo.
It'll be up to LAs to determine what's derelict. I'm aware Cork city council have told ye before that #1 on the daily dose isn't considered derelict.. Results across LAs will be widely different if criteria isn't made clear for each LA
