It is reprehensible for Trump to treat our allies - or any humans - this way. It is both morally wrong and will do further damage to what is left of our international standing for decades to come.

This is absolutely correct. Wisconsin’s jails and prisons are publicly run, but are still overpopulated, abusive, and inhumane.
