Ok so I, American consumer, ended up paying around 90 percent of the tariffs. And now I, American taxpayer, am about to pay businesses back the tariffs that they passed on to me (plus interest). So, it turns out that I get to pay TWICE for something I never should have paid for at all. Got it.
