It's very tedious, but cutting one layer of fabric at a time might also help you get the smaller pieces cut out of less fabric? Those are my preferred tactics, anyway! Good luck.

You might be able to get away with narrowing the bottom of the larger skirt piece on each side & keeping the waist the same, then tilting it ever so slightly on the fabric? Enough to fit, not enough to obviously skew the directionality much?
