I met John at a bar in Baltimore back around 1988. He complimented me on my jacket which was a great thrill for me! 😆 (it was a gold suit jacket with black lapels bought at a thrift shop)

I was born (1967) & raised in Baltimore. I've not heard of The GNP or Guilford Records but Harundale shopping center sounds familiar! I attended college just north of Guilford & briefly lived just south of Guilford. Annapolis is the state capitol & home to the US Naval academy.
