The USDA has access to billions of dollars in SNAP specific contingency funding that can be used, while congress continues to compromise about the funding bill. The GOP refuses to bring back the house to vote for the release of that funding.

Also, the minor adjustment to the court to make it multiuse was paid for by the Obamas. Not donated money from some donor who will likely expect some payback favor.
