Since the NPCs follow their own schedule, if you are in a quest and need to talk to an certain npc, go to their job if it's during the day or maybe they are at the nearby store.

I'm using a storylet system.
For example: a new citizen moves in. If he loves music, the “nosy new neighbour” story might be selected for him.
Each NPC involved then gets a dialogue line chosen according to their personality, making the story unique for every player.
