What about a replacement dam that can expand and contract? Meaning the lake would also expand and contract. Obviously not as beautiful as a permanent lake, but maybe an opportunity to secure funds from NEORSD?

Might this be a model for mitigating flood inducing rains in other parts of Cleveland?
