We do now know the NSF is proceeding with dissolving the Social and Behavioral Sciences Division. Congress might reverse it, but it is now already underway. NIH has made 10,195 awards so far. NSF has made 613.
Six hundred thirteen.
Congress appropriated the money. The agencies are not spending it.
Grant freezes. NOFO collapse. Staff RIFs. Review cancellations. You can win the budget fight and still lose the funding war.
🚨 Congress held NIH and NSF budgets roughly flat. Scientists celebrated.
Here is what actually happened.
NIH awarded 4,641 fewer grants in FY2025 than the 4-year avg. New awards dropped 14%. Over $1.3B never reached investigators.
NSF awards fell 22%.
The money was there.

#NSF has awarded only 613 grants this fiscal year. That's compared to almost 3,000 by this point in FY '24.
Congress and the courts both moved hard against this, but it's irrelevant. The White House has the "power of the purse" now.

NSF's Social, Behavioral and Economic Directorate has awarded only 16 grants since October.
No big budget cuts went through. No freeze. The courts have acted to keep funds flowing at every turn. The money just isn't going out.
