I agree that the government should not be using signal to share information to external groups though, and they definitely should not be automatically sharing information from every single police interaction.
Read the article again, it's a little confusingly worded. They knowingly had someone from DHS in that group. DHS is now working on mass deportations, which is how ICE found out. The problem isn't with signal, the problem is that they were sharing law enforcement information to a group chat.
