What you have found is that one stand got partial support from the Football Trust, funded by football pools money. That came from gamblers, not taxpayers. Govt took less tax from it. It didn’t fund the stadium.

You’re wrong about Forest.
The club moved to the City Ground in 1898.
It has been redeveloped repeatedly, first with supporters’ money and later by owners, including the current plans.
The council owns the freehold, Forest pays rent and will buy the freehold if/when plans are approved.
