Russia's shadow fleet is really only a meaningful phenomenon in the Baltic (gray, top right). The threat to Russia from the G7 oil price cap is greatest here, as it's 100% Russian oil that gets shipped out of Baltic ports. The EU has incredible power over Putin and ... the US...
