I was coming to comment this too. That's a literal infant. Which sounds like semantics, but if you have one, it's not. They are still so small and vulnerable at six months.

Designing roads based on peak traffic is a terrible idea. It's how we end up with overbuilt infrastructure we can't afford to maintain and a downtown full of empty parking lots. I wish more residents, engineers, or other stakeholders had been interviewed.
