Platform-level bans are easily bypassed (using alternate emails, lying about age, using a different device). See the "App Store Accountability Act", which Meta is lobbying for in the US. Meta is pushing this exact same model globally.

Meta is actively engineering this sequence, globally. They want the ban to fail at the platform level, creating a political and legal precedent so they can propose an OS-level solution, which gives them (and other tech giants) control over the verification infrastructure.
