“She is smart, analytical and strategic. She is a good communicator. She is a dedicated and hard working public servant. In addition, Annette Ryan is a wonderful person. She has an East Coast charm that will engage PBO staff, Parliamentarians and Canadians,” said Mr. Page.
Strong fiscal oversight matters — and leadership matters, too.
Kevin Page, IFSD's President, spoke to @theglobeandmail.com about Annette Ryan's nomination to be Canada’s next Parliamentary Budget Officer.
As 🇨🇦's first PBO, Kevin talked about the kind of qualities that are needed to lead the PBO.
Kevin Page, Canada's first PBO and now President of @ifsd-ifpd.bsky.social, welcomed Annette Ryan's nomination, saying she brings “very strong credentials” and is "an independent thinker with backbone to support the values and analysis of the office."
Good democratic debate starts with shared facts.
That’s the critical role of the #PBO – independent analysis in service of Parliament and 🇨🇦.
"Helping Parliament and Canadians understand what this means for 🇨🇦's public finances and how we can use fiscal policy responsibly to navigate the best path ahead for our country is a critical role."
@ifsd-ifpd.bsky.social's President Kevin Page in The Hill Times

"Many believe we are living through an historical, pivotal moment—geo-political, trade, technology..."
The work of the PBO is invaluable and Kevin emphasized that helping Parliament and Canadians understand 🇨🇦’s public finances, and be able to access independent analysis of fiscal policy, will be critical tasks for the next PBO in the months and years ahead.
Facing this “hinge moment” of economic & geopolitical change, Kevin spoke about how today’s PBO candidate pool and requirements are much deeper than when he was selected––Candidates must bring experience in central agencies, direct exposure to the budget process, and graduate training in economics.

Getting this transformative moment right means aligning procurement with program design, strengthening capability, and treating buying decisions as performance levers.

In @hilltimes.com, Sahir emphasizes we risk creating new cost pressures instead of delivering long-term cost savings.
As Ottawa increasingly shifts from buying goods to procuring complex services, procurement must be treated as a strategic capability that shapes outcomes and creates public value.
With a push to rethink how programs and services are delivered and a #BuyCanadian policy, procurement is facing real change. The risks of getting it wrong are significant.
@sahirkhan.bsky.social warns that w/o rethinking procurement, we may end up “outsourcing functions to keep that system going.”
