And as for the ability to win games, the only other card I can think of that so overwhelming leaves you in an advantaged state is Ruinous Ultimatum. Rift requires no set up beyond just “have mana,” which you would want anyway. Hoof, while good, requires a board of creatures to win

Not to mention you still have the cheap fallback single target mode which is often relevant. The flexibility of a card that, while pricey, *can* be used offensively and defensively at multiple points of the game is its strong suit.

It’s commonly played in part because it’s blue but also for the sum of its parts. It’s not only blue, it’s also one-sided, hits everything, doesn’t target, instant speed, and relatively cheap for all those attributes. In Garruk’s Wake is also one sided and it’s nine mana.
