These are all true, but can I suggest that the problem is also partly technical, ie the MOD, like all depts, has spent 40 years deliberately forgetting how to do project management (requires political will to undo that, of course).

One possibility might be to encourage people to drive with more awareness. You know, a few miles an hour slower makes the difference between smacking into a pothole and being able to navigate round it. Radical, I know, but desperate times....
EVs on the whole are not much heavier than the equivalent petrol car. Yes, they have batteries. But they don't have engine blocks, radiators, fan belt assemblies, gearboxes, drive trains, exhaust assemblies, petrol tanks, you name it.
If you look at the figures, EVs are only marginally heavier than their petrol equivalents, so have relatively little more effect on road surfaces. People choosing SUVs rather than saloons is a far bigger problem.

I have written to the Prime Minister with Liberal Democrat colleagues to urge him to withdraw or severely limit US access to UK air bases.
If Trump is threatening attacks on civilian targets in Iran, Britain cannot allow our bases to be used to commit war crimes.

I suspect the author has, possibly enthusiastically, allowed himself to be conned into the usage promoted by keen proponents of GenAI, which is to call everything computers do "AI" in the hope that the success of spreadsheets, databases, spellchecks etc will rub off onto GenAI.
