Because they have no where else to go and the alternative is turning them away and watching them die on the street. I was raised to think that'd be against Christian values. Apparently the people who taught me that were wrong. I still think it's wrong to deny people health care and watch them die.

I could be wrong but I think the president has sole authority to order a launch. It would not be an illegal order. It could be crazy, horrific, maniacal etc. - but not illegal. But I think your larger point is true - top brass will not be a bulwark.
