The concept and terms of a construction loan might actually be worse than a payday loan. All the same costs as a normal mortgage, plus high fees for each mandatory inspection to get the money. Sweeten it with a high APR, and requiring rolling a lower rate mortgage into the new loan at >2× the rate.
