Where is the open house being held? At a library branch situated next to a dying mall and mainly accessible via a six-lane stroad, which is among the deadliest thoroughfares in the city for people who walk and ride bikes.

I have been complaining about this for years. The metropolitan planning organization is inviting the public to “learn about its bicycle and pedestrian facility study, share ideas for your local community, and help shape the future of biking and walking in the region” at an open house.

There's a similar program here in Savannah, through which businesses and other institutions can request free bike racks for their locations. I've made many local businesses aware of it. The City is usually quick to install racks once requests are received.
