Yes!

Web Components encapsulate a "component" logic and not the application level logic. Web components give you shadow dom, which isolates CSS, but they do nothing to encapsulate JS.

Web components do maybe 10% of what you need for micro-frontends, Web Fragments give you close to 100%.
