Most "Canadian" tech companies are actually owned by American investors. They only keep them HQed here because KW salaries are cheaper than SF salaries. They will absofuckinglutely not go for any government ownership model, they'll send those jobs to India before they ever let that happen.

There are so many rural areas of Canada - not even all that remote, even just a short ways off a main highway - that aren't served by cell networks.
