After 2 years, electricity is all free, freeing up the 2% budget for projects such as school renovation, senior citizen center meds restocking, road pavement etc.
LGUs can readily relocate 2% of their annual budgets and install a strong enough rooftop solar set with a guaranteed payback within 2 years. It makes total sense, financially, socially, and environmentally.
