The only explanation that I could think of is if there's a runner on and steals on the pitch, and the catcher catches a foul tip and it's called out, the runner would have no chance of getting back safely. So they just call it a live ball and play on.

This doesn't exactly explain why, though. A foul tip occurs only when the catcher catches the foul tip; otherwise, it's a foul ball.
