While the Governor’s proposal would end Intergovernmental Support Agreements (IGSAs) between local jail facilities & ICE for the purposes of immigration detention, NY will still be complicit in ICE detention if we don’t also take action to divest from ICE enforcement.
In Erie County where there is no formal 287(g) agreement, informal collusion led to the arrest and ultimate death of Nurul Shah Alam, a nearly blind refugee. The Erie County Medical Examiner ruled his death in custody a homicide.
The Governor's "Local Crimes, Local Cops Act" is not enough. It only bans formal 287(g) agreements, but collusion with ICE is often informal.

“Albany must act with urgency and courage by passing the New York for All Act and the Dignity Not Detention Act to permanently end ICE collusion and shut down the systems that criminalize and cage our communities,” said Rosa Santana, Co-Executive Director, Envision Freedom Fund.

At the same time, the Trump administration has made it harder for people in ICE custody to win bond, forcing many to spend longer periods in detention.
That’s why this work matters now more than ever.
We secured the release of 14 people from detention this week.
We’ve already surpassed what we spent on bonds all of last year—and released more people than we did in all of 2025. And we’re not even halfway through the year.

This year alone, there has been 16 deaths — one every six days.
Here’s a memorial by Middletown Interfaith Council and Other Clergy honoring those who have died.
All donations go directly to detained community members’ commissary accounts which allow them to call loved ones, buy food and other necessities.
Funds will be used to support the material needs of detained folks and their loved ones, while we collectively work for the complete end to ICE detention in New York State.
