So between 1975 and 1980 18 yo did not have to register. As it turns out my older brother turned 18 in 1978 and I turned 18 in 1981. He never registered while I had to register to get aid for college.

A bit of trivia. When the draft ended there was no requirement to register for the draft. During the Carter Administration 18 yo were required to register for the draft. There was a short window where men were not eligible for the draft nor required to register for the draft.
The rationale behind registering for the draft was to shorten the time to start conscription. That was in the last 1970s before the information age when everything was done on paper. The reason to register for a draft was overcome by technology by the early 1990s.

Conservatives don't like the messiness of cooperation and compromise. They prefer authoritarian rule. My guess is that Republicans are comfortable with Trump telling them what to do and they are completely OK with supporting him regardless.
That is consistent with their behavior.
