For me, it's absolutely indulgence first, then I build a narrative around them and decide their role which is usually a protagonist or rarely a supporting character/antagonist.

Not really, Hauyne - like all members of her species - are spiritually obligated to fulfill a promise, and will suffer a heavy penalty if it was broken intentionally or not. She did technically broke a promise once since given the circumstances then it was impossible to fulfill it.
Hauyne is Chaotic Good, while Orion is somewhere between Lawful and Neutral Good.

I mean, Hauyne is named after the Hauyne gemstone, a rare blue gem found in lapis lazuli ores. Lore-wise, she adopted this name as tribute to her mother whose favourite gemstone is this. Out of universe she's named that because it represents resurrection and new beginnings, which is her own gimmick.
Hauyne would hang around and observe in silence in a "doesn't show it but is happy to be included" or engage in parallel play. For people she's closer with she'll make more effort in interacting with them, like telling each other jokes and stories to keep spirits high.

Yes and no. In the past Hauyne lived in a tropical area so she didn't have to deal with hay fever, but after she moved to her current area she suffered a lot due to her body not accustomed to the pollen. She did eventually develop an immunity to it though.

Hauyne's birthday is on 22 December. She usually doesn't celebrate it since she tends to forget her own birthday, but on the few occasions she does she either celebrates it with close friends and family or treats herself to a nice indukgent meal.

Hauyne doesn't eat what we consider a healthy diet, one reason being that she doesn't need to eat to live and only does so for personal enjoyment or just something she does as a social thing. Weirdly enough she is severely allergic to snapdragons so she avoids that ingredient like the plague.
Hauyne is known for randomly disappearing at the weirdest times only to return right when she's needed and with a new extremely wonky story to tell about her time away. Everyone's gotten used to it.
Chocolate. Any kind except white chocolate because even that is too sweet for them.

Hauyne doesn't. She's died so many times she's grown numb to it, and in the future as an immortal dragon god she's even looking forward to her inevitable end just so she can finally rest.
Hauyne's nervous habits are a lot like a wild beast's... This includes frequently shifting eyes, unnaturally stiff movements, and picking at scabs or loose skin that aren't there. People tend to mistake it as her being extra vigilant for this reason.
