A watchful D.C. resident sent me a photo of something we haven’t seen in years; water flowing down the cascading fountain at Meridian Hill/Malcolm X Park. NPS started work on the long-dry fountain late last year, as part of a broader project to refurbish the park.

1/ It's not just that unilaterally paying TSA agents is illegal.

It's that Trump has now repeatedly undermined the core of the congressional power of the purse. He's not spending money that has been appropriated by law (impoundments) and he's spending money that has not been appropriated.

We’ll have to hear more about what specific authority Trump is using to pay the TSA, but this action is likely illegal.

But imagine being a civil servant in a different part of DHS who also hasn’t been paid this whole time, seeing Congress and Trump only talk about TSA. I’d be pretty bummed!
