Sadly the only software that's ever been rated that way is operating systems, whose boot time is the least important of all the softwares.
OMM's Start-to-Crate is a large part of why I think Time-to-Game is a valid game rating system. The time between me clicking on an icon and being in control has genuinely factored into whether I hop into some games or not.

Okay, I actually watched it and it was indeed a decent speech, basically telling the US to fuck off. Course like all big speeches it's best not to put too much weight in it and watch what they actually do afterwards, but it's interesting all the same.
I only skimmed headlines about the speech but it did sound like the message was broadly "sensible centrism will save us", like that wasn't what got us here in the first place.
