They are struggling for finance, because all previously state-owned businesses that could be making a profit for the government were sold off and the private enterprises have been making the profit ever since. There is no excuse for essential services being run by private companies.
It's quite different here in Australia. Two supermarkets have a near monopoly on the grocery market. The two companies, Coles and Woolworths control around 75% of the market. They have recently been called out for price gouging and offering fictitious 'specials'.

There is a lot more to this than we are told. Albanese's failure to implement the findings of the Peta Murphy enquiry suggests that he is well into the pocket of the gambling industry and the sports bodies and is reliant on their donations and support. Concern for the addicted is well down the list.
