Applying this to a smart city development case, we showed how policy-makers strategically make use of institutional rules and narratives across these phases to build and maintain policy networks.
We accomplished this by combining the IGT to examine institutional work with the NPF to analyze narrative work. We used Actor-Network Theory to animate these frameworks, providing a dynamic, process-oriented view of how policies evolve through distinct phases.
Our study introduces a novel analytical and methodological approach for understanding complex innovation policies by detailing how policy-makers manage collective action using both rules and persuasive stories.
I truly believe, and I am sure my co-authors share this, that advancements in the practice of policy-making pass through advancements in policy theory, and advancements in policy theory require empirical research. This is exactly what we aimed to achieve in this article.

6/6 Though liberal democratic institutions remained intact, the discursive space failed to offer critical, inclusive reflection.
5/6 The findings point to a substantial lack of democratic resilience in how the public sphere responded. Far-right perspectives gained prominence, while victims’ voices were sidelined.
4/6 Moreover, the victims were portrayed as outsiders, often reduced to generic labels and associated — as the attacker had done — with criminal behavior.
3/6 This gave rise to open contention over the government’s responsibility for failing to control migration — a claim strongly advanced by far-right actors.
2/6 We find that, although political violence was universally condemned, the view that migration was the underlying problem received wide resonance across the debate, echoing the attacker’s own justification.
