The thing that concerns me here is this statement: "we’re not seeing any connection right now with any foreign entity".

It might mean that it's not happening, but it might also mean that India has gotten better at hiding it, and the RCMP hasn't figured that out.

If anything, this is a demotion from the current NSIA Nathalie Drouin, who is also the deputy clerk (DM-4 level). A Dep Sec to cabinet is normally below that.
For a highly hierarchal structure like senior government, that could matter.
