If it were GDPR based reasoning, it would be a stricter test. Not just equivalence and effectiveness but full proportionality. In this one case, the rationales might work, because the requests might be absusive. But when there are no indications of abuse, I find it difficult to see the necessity
The fake names are not. But the real names the authority wants to process are. And thus their processing must be necessary (and there the environmental law might come into play).
So I am surprised it is all about what an "applicant" is and not also about Art. 6(1)(c) or (e) GDPR.
What I find really surprising about this case: it is, in essence, about whether member states may process certain kinds of personal data. And yet nobody seems to have made it a data protection case.
The EU has just published the final version of the Article 122 Regulation that, as of today, indefinitely immobilises the Russian assets.
It sets three key conditions to release the €210 billion:
1) Russia ends the war
2) Russia pays reparations to Ukraine
3) Russia is no longer an economic threat
