This raises the question of whether formal SBRs also contribute to “better governance.” We argue that the opposite is the case.

📢 Our analysis shows that formally institutionalised SBRs help stabilise the “badly designed” informal institutions from which the autocrat primarily benefits.

The results are complex, as different pathways lead to the institutionalisation of SBRs.

🔎However, we conclude that institutionalised SBRs constitute a crucial element of consolidated authoritarian rule, even in highly personalised political systems such as Russia’s.

Our fsQCA analysis identifies four distinct configurations: (1) monopolised economy, (2) hegemonic authoritarian politics, (3) personalist politics, and (4) competitive authoritarian politics.

Nevertheless, the rationale behind formalisation varies across regions. We therefore ask which different configurations account for institutionalised SBRs.

To answer this question, we apply fuzzy-set qualitative comparative analysis to systematically examine SBRs across all federal regions.

There is a clear prevalence of agreements between the state and business, along with formalised procedures. Notably, even many clearly closed regional authoritarian regimes in Russia feature formalised SBRs.

The result was unexpectedly clear: 59 of 83 regions exhibit “strong” or “fairly strong” institutionalised SBRs.

📢 Our first conclusion, therefore, is that formalised SBRs constitute a significant element in the unexpected resilience of Russia’s authoritarian regime.

We examine the conditions underlying the formalisation of state-business relations (SBRs) in Russia’s authoritarian regime.

Contrary to the common argument that informality dominates these relations, we argue that both state and business actors have multiple reasons to formalise their cooperation.
