Terriermon Assistant appears to be conducting a breast inspection day, not too dissimilar to what you see in those creepy episodes of high school anime where the girls all have their bust size measured. It's not clear if what Terrisuke is doing here is completely above board, but it wouldn't be the worst way Bandai has ever handled a franchise they own the rights to.
