Yes we have compulsory voting (well, you have to turn up at least). We also have a centrally and independently run electoral system (which in our case is good - no gerrymandering, very reliable implementations and counts. Very different to the kind of centralisaton that Trump wants).

When oil prices spike, where does all that extra money go?

Mostly to oil companies — although countries like Saudi Arabia, the UK and Norway have governments that own oil companies and get the profits.
