You're entirely right. It might protect adult content creators if enforced as written, but following the law to the letter isn't the GOP's MO. They'll only enforce it where it suits their goals. The language only serves to draw support from groups they have no interest in protecting.

Granted, the law on its own seems fine, and under a different administration, it may have the desired effect, but I'd temper your expectations.
