This goes farther than you realize. For example, public schools are incentivized into a hire-fire-hire cycle rather than take 3-5 years to train up dedicated teachers because their funding gets cut if they have bad test scores for too many years.

I think if someone slapped Trump once, unexpectedly to him, hard and on camera, it could solve a lot of problems.
