Given the high profile nature of this appointment & the long history & patterns of behaviour suggestive of future risks, it is been in OR’s position, I’d have wanted to see the file. And watch my back.
The key point from Olly Robbins is that, in his view, Mandelson did *not* technically fail vetting - the vetting outcome was the FCDO decision on whether to grant, not any UKSV recommendation as part of that process...

Starmer made a mistake over Mandelson. He wasn't (perhaps) officially told about the failed vetting but would have been aware of Mandelson's past.
Unlike the Tories whose governments were rotten with lies, deceit and (PPE) scandals that cost lives, this issue is not that, so can we please move on.
