Yeah Duverger's Law comes into play there. You need proportional representation to break two party rule That said, RCV is still an improvement over what we currently have.

RCV can be applied in different ways. It is generally applied to general elections with all the candidates. Winner takes all means that 3rd parties are still disadvantaged. 3rd parties require proportional representaion to really be viable.
