The reason these reservoirs exist is so that untreated storm water runoff doesn't get dumped in Lake Michigan, and prevent some floods, when there is heavy rainfall. Treatment plants have a finite gallons per minute capacity so it's stored temporarily before treatment. Couple days they'll be empty.
