Yes, many countries provide healthcare to all residents equally (same cost, or free for everybody), regardless of citizenship.

Inability to pay deposit means denial of treatment. This happens all the time. Although I have also observed instances of discrimination & inadequate care after admission.

‘Cheaper than anywhere else in the world where they offer free healthcare’ doesn’t make sense.

Denial of treatment is a constant issue and even when someone has an emergency, the pressure to pay is immensely stressful. Malaysia’s two-tier system discourages seeking healthcare.
