Fun fact: the first gerrymander in U.S. history occurred in Virginia when Patrick Henry tried to draw James Madison out of his congressional district

Yes. US science needs a Marshall Plan to rebuild in future. We will not fix science by just waiting and hoping the pendulum swings back.
One key:
Supreme Court reform is an absolute requirement. This SCOTUS will not allow the science agencies to do their jobs; it will inject politics.
Appropriations are the closest thing to the will of the electorate there is, however problematic. Failure to exercise the appropriations is a tremendous breach. Any “post trump” order should include current NSF leadership in prison.
