The phrasing in the story is inconsistent with what the policy actually says. The once means the review will happen earlier, not automatically lose tenure. There’s still some processes to work out with the review but it would look at 5-years of work from what’s been discussed on the ground so far.

I agree, it is not considered enough unless a program is fighting to stay in existence or to be acknowledged. In hindsight, I am also aware we didn’t do enough to prepare new hires for the (at the time unwritten) expectation in my dept. to help with recruitment.
As in expectations for faculty to help with recruitment to maintain or improve enrollment?
I teach a Family Policy class that touches on similar topics, among others. I have gone back and forth over the years having them write white papers and policy briefs. Right now I am giving small groups the choice between those styles of papers, most choosing white papers.
