Good piece. And most strong-market cities losing more subsidized & unsubsidized low-cost rental housing then they're building. Relying on vacancy chains & modestly falling median rents won't deliver units *affordable* to those <50% AMI. Can be more cost-effective to use $$ to rehab vs. build new.
